Hilmy is an Associate at Zaid Ibrahim & Co. (in association with KPMG Law) under the Government Advisory practice group. His expertise primarily focuses on law reform across various industries, providing legal advisory assistance to Federal and State Governments, regulatory bodies, and international organisations.

In his role, Hilmy has been actively involved in advising government entities on regulatory matters, assisting in the nuanced process of law reform. This includes his contributions to the reviews and amendments of both primary and secondary legislation, encompassing a broad spectrum of industries such electric vehicles, micro mobility, corporate governance, estate administration, and many others. His involvement is extensive, covering both the complete end-to-end process of law reform as well as specific stages as needed.

His experience in Regulatory Impact Analysis (RIA) is particularly noteworthy. Hilmy has assisted Ministries and Federal agencies in undergoing the process of RIA, including drafting their Regulatory Impact Statement (RIS). In assisting MPC, he has reviewed multiple RIS and conducted multiple RIA workshops, imparting knowledge and guidance to various ministries and regulatory bodies, including but not limited to the Ministry of Transport, Ministry of Health, Ministry of Local Government and Development, Energy Commission, and many other.

Career

Hilmy joined Zaid Ibrahim & Co as a Pupil-in-Chambers in 2022 and became an Associate in October 2023.  Prior to joining the firm, Hilmy was involved in policy development at a reputable think tank in Kuala Lumpur, looking at matters such as political risk assessments, political strategy, and impact assessment in foreign policy, education, economic development, and welfare policies.
